Economy meter is stuck at full, and the headlights are not adjustable from inside the car..............vacuum problems, have checked and checked all connections and tubing.....any ideas guys

Take a vaccum pump, the one You use for checking EGR valves with. Plug the line for the ecconomymeter at the intake block and start there. Then You take the line after the line until You will find the missing point.
